Spent fuel pools were originally designed to stay cool without any power or chemicals. In other words, all spent fuel pools cooled themselves PASSIVELY, without any need for power or chemicals. But over time, that situation has changed.
"Pilgrim’s pool was designed to hold 880 assemblies. The NRC allowed Pilgrim to amend their license to hold 3,859 assemblies in the same place by packing the assemblies closer together."
The problems all started by packing spent fuel assemblies tighter together, it means that these pools now need both chemicals and coolers running 100 percent of the time. If the power fails, these new and 'improved' spent fuel pools melt down/blow up or melt out, if power is interrupted for any length of time, FOR ANY REASON AT ALL.

MOX fuel reactors are a mixture of plutonium and uranium powder, pressed together, and held in by a zirconium shell. As water cooling is lost, the rods heat up, the zirconium shell burns and the pellets inside also burn and/or melt down into a pile at the bottom the reactor.
The handling of (Pu + U)-C presents some additional potential hazards. Small quantities of plutonium can become volatile during high-temperature operations (Burnham, Skardahl and Chikalla 1964; Paffreyman and Potter 1964) and may accumulate in equipment. Plutonium carbide oxidizes slowly in air at 2000 to 3000C and burns brightly at 4000C (Cleveland 1967). Plutonium carbide has remained in air at ambient temperature for 2 months with no reaction (Cleveland 1967). The ignition temperature of uranium carbide decreases with increased surface (Snowdon et ale 1964) and the plutonium carbide is more reactive than the uranium (Cleveland 1967). Oxidation, with or without ignition, can convert large pieces such as pellets to loose powder.
What the nuclear industry does not want anyone to know is that all spent fuel pools at all nuclear power stations require a large amount of power to run circulating pumps and cooling systems. A spent fuel pool must stay cool, intact and not melt down, and that takes huge amounts of power to provide cooling, circulating and filtering functions to all of the 400 plus nuclear plants around the world.
Why do all spent fuel pools require huge amounts of power 24 hours a day, 365 days a year, with no interruptions allowed, EVER? Because the nuclear operators crammed so much spent fuel into them, that passive cooling is no longer possible. The spent fuel rods are so radioactive and hot, they cannot be taken out of the pools for many years and they must be cooled both mechanically and chemically just to keep them from creating an Armageddon scenario, just from ONE spent fuel pool.
The amount of radiation released by 400 nuclear plants will make Fukushima look like a very small appetizer indeed. Life on Earth cannot live through that kind of Armageddon radiation release. The odds are great that Fukushima is an ELE event, but time will tell, as the latency period runs out on the various cancers and diseases that have been triggered and initiated by Fukushima.

Not only does it take power to cool all spent fuel pools, but they also have to add chemicals just to control the heat. As we learned from Fukushima, without power, it only takes a couple days and the spent fuel pools start burning, exploding and.or melting down and out.
