I personally worked with a former truck driver who was contracted by Halliburton to drive trailers of supplies between the Baghdad airport and the Green Zone. He told me they routinely trucked empty trailers back and forth so Halliburton could charge US for each "load". Cost plus of course!! 25% over whatever BS "cost" they claimed! The code words for empty trailers were, "sailboat fuel".
When trucks got a flat tire or minor mechanical issue they would literally set fire to them in order to charge US for a brand new replacement truck, cost plus of course! Cheney was still receiving "deferred compensation" from Halliburton while he was VP and self awarding DOD contracts to his company, without any competitive bid processes. Halliburton's stock price tripled while Cheney was VP.
